Zakat from Non Sayyed is not permissible to Poor Sayyed, but it is permissible from a Sayyed to a poor Sayyed. If you are a Sayyed, you can give your Zakat to your Sayyed relatives.

We should give to our relatives more than Khums and Zakat to see that their life is with out financial hardships just like our own life as much as we can.

Zakat is obligatory on nine items only including golden and silver current coins. It is not for us to change Shariah and add on these nine items.

Khums is obligatory on ever wealth including money, kind, property and every item we own.

If the father does not fulfill his obligatory duties, his children are not responsible about that. The sacrifice (Qurbani) is not obligatory but only in Hajj. 
'if the father does not pay his financial dues like Zakat and Khums, the household income does not become Haraam.

If you have any amount which remained after spending your usual lawful  livelihood expenses, Khums will be obligatory in that amount, no matter how small it is. If all your income is spent on your usual lawful expenses and nothing remains, then no Khums on you.
