Salamun Alaykum,
The following question was kindly answered by Mulla Asghar

Question:
My question is that the distance that would able us to jamak our prayer is
somewhere around 22 - 24 kilometre. The distance is from what point to what
point? Some of my friends says it is from the boundry of a district to
another district and some says between two villages. Thank you.

Answer:
I think you mean "shorten" by the word "jamak". If the total journey
(outward and return) is 8 Farsakh or 28 miles, then you will pray Qasr on
the journey. The beginning of the journey is calculated from the last
boundary of the village, town or city. In a large city, it would probably
measured from the end of the district or locality. (See Agha Seestani's
Islamic Laws, Masail 1280-1289)
