Question
According to the opinion of the leading mujtahideen, is it necessary for
someone who _does not_ have explicit permission from a marj`a, to collect
fitrah/zakat money, if his intention is to send the collected money to
someone who _does_ have permission from a marj`a to collect it?
Answer
It is not necessary to collect the money from Mu'mineen. However, if
a reliable person or organisation undertakes the responsibility of collecting
and sending such monies to the Marja' or his Wakil, there is no harm in it.
