Question:
What is the source of the ruling that Mulla Asgher quoted to state that
throwing away the English transliteration of Qur'an was not allowed ?

Answer:
Any act that leads to desecration of the Qur'an, (text, translation or
transliteration) is forbidden - this is due to the inherent sanctity of the
Holy Book.
The sanctity extends to the name of Allah whether in Qur'an or not, eg
Ayatullah Seestani says that based on obligatory precaution, it is not
allowed to touch the name of Allah without wudhu, regardless of the language
