As an Indian, Hijab is prohibited at my school, so I do not wear it there. However, I desire to wear a Niqab in other places, which makes me feel hypocritical. What options do I have in this situation?

There is no Islamic problem in wearing niqab in some places but not others. However, sometimes there is a cultural idea or social pressure that someone who wears certain types of garments should not be seen differently. So you should decide what you feel is best for yourself. Sometimes an advantage of trying new clothing in some places is it gives us a chance to experiment with  it and see whether or not it is something we want later in life. 
What are the options for performing Salah outside of home in non-Muslim countries, like at school or work, where public prayer isn't feasible? I prefer to pray on time as recommended, rather than allowing it to become Qada.

Our duty is to pray, and try as hard as we can to pray on time. You must just find an appropriate place, with privacy, so as to not draw unwanted attention, or annoy anyone around you.

Is it allowed to work or study at a school that teaches subjects like music and art, provided we do not engage in those activities? For instance, can one work as a school secretary or office assistant?

Ahlul Bayt (AS) are the best example for Muslims to follow but not every Muslims can be exactly like Ahlul Bayt (AS). Ahlul Bayt ladies did leave their houses for serving Islam in many occasions like Karbala.

It is permissible for Muslim female to pursue her higher education for serving her family, society, community and humanity.
