I was born into an Egyptian Jewish household and I feel I have been called to Islam, specifically the Shia sect. Am I permitted to enter a mosque and ask to learn, and if so how would I go about doing that withount seeming disrespectful?

Yes, by approaching the proper individuals in the mosque, and seeking to meet with the scholar, to have a discussion and ask your questions is the best starting point. Of course, once you explain who you are, and what you seek, I am sure they will accomodate and be helpful, in shaa Allah.

That is correct, among the things a woman in her monthly cycle (haydh) is not allowed to do is enter into a masjid. 

And Allah knows best. 
It is recommended to give Sadaqa each day. Can we make the intention of paying each day but then give the collected amount at a mosque all at once every week for convenience?

It is highly recommended to give Sadaqa every day and it is better to give Sadaqa every morning and every evening. You can collect the amount and give it to the needy or to trusted persons who make it reach to the needy as soon as possible.

As a convert to Islam, does my Islam need to be validated by a mosque so that I may enter Mecca?

Real Islamic rules do not need such validation document because your faith in Islam (THERE IS NO GOD BUT ALLAH, MUHAMMAD IS THE MESSENGER OF ALLAH) in enough to be a Muslim.

Some Muslim governments ask for a document of being a Muslim from those who were born as non Muslims. Such document can be issued by a mosque or Islamic organization for getting a visa for Hajj or Umrah. It is never compulsory to get such document to be a Muslim. Visa requirement to Macca is different from the conditions to be a Muslim.
