The circumcision is correct if approved by the expert who performed it that he took the foreskin off during the procedure. 

Due to the penis being a living tissue, it may  sometimes change in size where all the penis head is exposed, and at other times, leaving some of the head covered as mentioned in your example.

After consulting with a brother I know who works in this field, and who is an expert in circumcision, he confirmed that your issue is common and wouldn’t be classed as ‘uncircumcised’. Many other adults he has checked also experience this after they were circumcised when younger. 

Ulema say that the important part is for the top part of the head to be exposed (meaning the urinating hole). 

Some extra skin sometimes going a bit over the head when it’s cold wouldn’t invalidate the circumcision as at other times the head will be fully exposed in a normal state. 

The ulema also state that one can rely on those who perform circumcision to take the correct amount. So you may trust their judgement.

If you are not fully circumcised, you need to get your circumcision done properly.

It is compulsory on any new Muslim man to get himself circumcised.
Circumcision for him is an obligatory act (Wajib). If he does not
perform this obligatory act, his Tawaaf around the Ka’aba will be
invalid and if he slaughters any animal, that animal will be not be
Halal.

As far as having children with his Muslim wife, it is permissible in principle, but
his Muslim wife should be sure that he is really a Muslim who does not object
to the rules of Islam.

The Muslim women should be sure about the future of her marriage future with him and should not, God-forbid, have to face unexpected situation that he rejects the rules of Islam.

There is no such act in obligatory or recommended acts in Islam called female circumcision. Circumcision is obligatory on males only not females. Female circumcision is a cultural act practiced in some countries by people belonging to different religions. It is being practiced in some areas in Africa by Christians and Muslims and other communities. 

Cutting any part of the female genitalia or causing any harm to the female is Haraam (forbidden) in Islam.
