Allah (SWT) Knows the whole past, present and future deeds. Those who will do more good according to the Knowledge of Allah, will be more blessed. So, it is determined by their actions and by the Will of Allah (SWT) Who is The Mist Merciful.
We have in some books that some of the companions of Easa (AS) were not grateful to the bounty of Allah Who Sent to them a table of food from the sky for them. Sura Al-Ma'idah, verse 115 mentioned: Allah Said: I am going to send it down unto you, but if any one of you after that disbelieves, then I will punish him with a torment which I have not inflicted on anyone among all the mankind).
Feeding Kaffara must be given as food to poor believer and not cash. If you don't have access to ooor believers where you live, you can send the Kaffara to other places where poor believers can be fed.
Food banks usually give food to public with out the condition of faith, that is why, it is not allowed to give Kaffara to them, but you can give them general charity or donation for feeding general public.
