What is the recommended way in Islam to give tips? If a man is wealthy, should he give tips to cashiers, witnesses, or beggars every time he encounters them or when asked?

It is always good to give gifts to people to encourage them to do more good. It is not good to give tips to every one even if they are not deserving. Wasting money is not good. Keep your gifts for those who deserve it.

How should the wealth be distributed among a lady's children if she receives it from her father's side and then passes away?

Same like the distribution of her own wealth between her children. Every son will get two shares and every daughter will get one share. Whatever she had inherited from her father or mother, etc, belongs to her and owned by her.

What is the Islamic ruling on the division of a father's wealth amongst siblings? How should a mother's inherited wealth from her father be distributed? Can a father leave a smaller portion for daughters in his will?

1. The share of the permanent wife from her deceased husband is one eighth from the wealth he left

2. The remaining seven eighths is the right of the sons and daughters of the deceased which must be distributed among them in equal portions shares of one share to every daughter and two shares to every son
 

3. If the mother passes away after inheriting from her husband, all her wealth should be distributed among her sons and daughter in the same portions of one share for every daughter and two shares for every son. It should be mentioned that these shares are proposing that the deceased did not leave a living father or mother otherwise they will also be entitled to inherit from their son or daughter.

If a person passes away, and later their daughter, who had no children, also passes away after her father, is the husband of the daughter entitled to a share of the wealth of her wife's father?

Widowed husband has share of the wealth of his late wife. If she has inherited from her father, her husband has share in her estate. If she had any children then her husband gets one quarter but if she had no children at all neither from him or from previous marriage then her husband gets half of whatever she left.
