We are three brothers, and only one of us is married and earning. After our father's death, the department he worked for gave us insurance money. Is Khums applicable on this insurance money?

The a mount received  fron the insurance of your late father belongs to all the inheritors of your late father according to their shares of inheritance in Sharia. You don't need to give Khums from your share because it was been received as inheritance from your father.

Khums and Zakat must be given on its time even if she is in her menstrual period.

If I had savings of 10,000 last year and paid Khums of 2,000, do I need to pay Khums again this year on the remaining 8,000, resulting in a payment of 1,600?

The amount of £8000 is clear from Khums and does not need to be calculated in any future Khums calculation. Any amount out of which Khums was paid remains exempted from Khums in the future.

Where can I send the first half of my Khums if there is no Shia Ahlul Bayt representative in my country? Is it permissible to send the second half to places like Palestine or Lebanon?

Half of the Khums is called Sahm Sadat (The share of needy Sadat). It must be given to needy Sadat who are following Ahlul Bayt (AS) and practicing religious rules. The other half of Khums is called Sahm Imam ( The share of Imam) must be given to the Marje' of Taqleed or his authorised deputies or according to his permission.

You can can send it to the office of Marje' Taqleed in Lebanon or any other authorised deputy who will make it reach to the deserving families in Palestine and Lebanon.
