Asalamu Alaykom, joining certain non-muslim governments for the benefit of the Muslims can be permissible in some cases, but one should consult the hakim al-shari'i before hand such as the marja.
Taqiyyah is mentioned and praised in Quran in many verses ( Sura 3, Verse 28) and (Sura Ghaafir, Verse 28). Taqiyyah aims to save the believers from expected harm or danger.
Infallible never prays behind a sinner. Such narrations are fabricated even if you find them in a book compiled by a Shia author. This narration is mentioned in Nawaadir Al-Raawandi, page 30 but it has no value nor any authenticity.

It is narrated that Asiya was one of Bani Isra'il. She believed in Allah and prayed secretly and hid her faith from the Pharaoh.
It is related that the Pharaoh killed the wife of the prophet Hizqil. The Pharaoh told her what had happened whereupon Asiya criticized him for what he did. Then the Pharaoh understood that she believed in Allah and had her killed.
