I have feelings for someone who has brought me closer to Allah and the Ahlulbayt. He has been meeting my parents' requirements for three years by moving abroad and securing a job, yet they disapprove because he is not wealthy. What should I do?

You can try to convince them that wealth is not a valid condition for happy marriage. Marriage conditions are good faith religion and good manners. It might take you time to convince your parents mainly your father, but you have to try your best.

You can also request good persons who are respected by your parents to try to talk to your parents to convince them.

Should the obligation of Zakah be extended to our current form of money since it no longer relies on gold and silver, which were used to measure wealth in the past?

Zakat is obligatory on nine items only including golden and silver current coins. It is not for us to change Shariah and add on these nine items.

Khums is obligatory on ever wealth including money, kind, property and every item we own.

Are Muslims allowed to create a civil will wherein they can distribute their wealth as per their own preferences, rather than complying with the Islamic Sharia will mentioned in the Holy Quran?

A person can only have a will(written or spoken) up to 1/3 of their wealth and if it goes beyond this limit, the legitimacy or efficiency of this will is dependent on the permission of the rest of the heirs, for example if one decides that all his house which is worth $1m be for one of the heirs, this will is only accepted up to $333,333 and the rest will be given to him unless the other heirs accept the will. Otherwise this person will have 1/3 of the house as a result of the deceased will and will also have a share in the 2/3 of the remaining according to inheritance rules.

When you are legally allowed to get an amount from a non Muslim which is considered by him as a loan, but you can't consider it as as a loan,yo u will be allowed then to utilize that money under the concept of Istenqaath which allows you to utilize it is lawful way but not as a loan but just using it lawfully.
