Does the presence of hair mousse, a foam substance that appears white, create an obstacle for performing Wudu?

If this foam substance covers any part of Wudu preventing water from reaching, then it becomes an obstacle and must be removed to perform a valid Wudu.

Why is it that Sunnis can wipe their feet with socks on while the Shia are not allowed to do so? Where is it evidenced that Wudhu is not valid with socks on?

Shia Muslims follow the authentic Sunnah of the Prophet Muhammad (SAWA) which was taken from the most reliable narrators who are Ahlul Bayt (AS). Non Shia Muslims follow weak narrations fabricated by their rulers who did not care for the real Sunnah but paid money to narrators to fabricate whatever the rulers wanted. Wiping over the socks is against Quran which orders to wipe over the feet not the socks. Sura 5, verse 6.

When wiping the head in Wudu, if I wipe my hair that crosses the root of my hairline that are a little wet from washing my face, but I don't touch my forehead, is the wipe valid?

Yes it is valid as far you don’t wipe over a wet part of your forehead.

While doing Wudu why do we wash our forearms from elbow to wrist? Doesn't the Quran says we should wash our forearms unto our elbows?

We are been ordered to follow the Prophet Muhammad (SAWA) who said: Pray as you saw me praying.

'Washing our face from up to down, and facing our forehead from elbow to wrist is according to Wudhu of the Prophet (SAWA). We have to follow the Prophet and never leave his Sunnah.
