We arrive in Makkah 1 day before Ramadan and will stay for 4 days. Can we pray full salah and fast? We will wear ihram at masjid al shajarah and take the train at night. How should men travel whilst avoiding shelter and looking after the family?

You are travelling, and will be there for less than 10 days, so you cannot fast or pray full. Only when you are in the Holy Haram, you can pray full.

Men should do the ihram evening time, and catch the train after that, so it is at night.

I am a 30-year-old man from the UK, recently practicing my faith more seriously. I am not yet circumcised. My father is critically ill, and I may need to prepare his body. Am I permitted to do so, or am I still ritually impure despite performing ghusl?

Circumcision is obligatory in every Muslim male if he is still uncircumcised no matter what his age is. Uncircumcised Muslim male is not ritually impure though he is not allowed to perform Tawaf around the Ka'bah. He is allowed to perform all the other worship practices like Salah, fasting etc. preparing the body of your father after his demise  is valid even if you are still uncircumcised. I advise you to get circumcised as soon as you can.

In a temporary marriage with a married man, should I meet his sexual demands even though I haven't received my agreed-upon dowry? Is it fair that he only spends about 3 hours a week with me because of his responsibilities to his first wife and children?

Since temporary marriage does not have a fixed paradigm for how people live it out in daily life, you have to decide what is fair for you. As a wise person once said, if you have to ask the question, you already know the answer. 
This is my first experience with a Muta that has lasted 4 months. What rights do I have? Is the man responsible for any bills or maintenance? In this temporary marriage, does he need to pray with me, and is it acceptable if I want to end it?

There are no obligations or responsibilities he has towards you, and no obligations or responsibilities you have to him. No rights as well, other than him giving you the mahr you agreed upon. 

You can end it, only by him freeing you for the remaining period, so one must make sure they do not make the mistake of making the time-period too long, and do this only for the sake of it becoming a permanent marriage.
