I made an oath by Allah's name not to commit a particular sin, but I broke it, and the sin lasted only a few seconds. Living with my parents and in a place where I can't find 10 poor believers to feed, how should I fulfill my Kaffarah?

You must feed ten ooor believers not only where you live but where ever you can reach to poor needy believer even if you sent the food to another country where poor believers can be fed.

Is it correct to break my fast at the time of Adhaan or after I pray Maghrib? If this practice is wrong, do I need to perform any expiation or repeat all my fasts?

It is allowed to break your fast at the time of Adhaan of Maghrib. Although it is recommended to pray before breaking your fast. Recommended is not obligatory. You don’t need to repeat any fast.

No, she cannot marry that man at all, and under any circumstance.

Of course, there is a slight difference of opinion among our esteemed jurists, so it is best for her to also confirm the fatwa of her Marja' taqleed.

Four years ago, I broke my Ramadan fast intentionally due to extreme thirst from biking in the sun, unaware it was a serious sin. Now that I'm Shia, I’m uncertain about how to address this past action. What steps should I take now?

Deliberate breaking the fast during the Month of Ramadan is a major sin which needs seeking forgiveness (Isteghfaar) as many times as we can as well as Qadha of that fas, with Kaffara of breaking the fast. Kaffara is either fasting two months or feeding sixty poor believers or freeing a slave (Which is not possible now a days).

Feeding sixty poor believers is by offering each of them a meal or 750 grams of food grains like rice or wheat or flour.
