Can I donate blood while I am fasting?

Asalamu Alaykom, 

It is makruh to do things which would make one weak while fasting such as giving blood. It still would be permissible to do. 

May Allah grant you success 
Can a Muslim use the blood plasma of a non-Muslim if he has corononavirus or any such disease?

Can we swallow any blood that may appear inside our mouth, such as from bleeding gums, while praying and while not praying?

It is haram to intentionally swallow blood, and so if you know you have blood in your mouth, you should spit it out. If you are in the state of prayer, and you taste blood, or for some reason you know you have blood in your mouth, you can spit it into a tissue and continue with your prayer, or wait until you finish your prayer, and then spit it out. 

And Allah knows best. 
Is it allowed to eat half cooked beef, such as rare and medium rare steaks, where there will remain some redness in the meat?

Yes, there is no problem with how much the meat is cooked. Some jurists say that it is makruh to eat raw meat, but whether the cooked meat is rare or medium rare, or anything else is fine.
