Can we pay Zakat or Khums ahead of time as an advance?

Yes it is permissible to pay Khums before your Khums date, then you take the date of payment as a new date for your next year Khums.

My yearly payment of Khums is due in March but I have not used the money I earned from January to March of that same year. So this money was not held by me for a full year. Do I still account for it in my March Khums calculation?

All what you have on your date of Khums is applicable for Khums calculation and payment.

I had lent money to a person last year. Was it a deductible expense for that Khums year? He has repaid the loan this year. Do I now have to pay Khums immediately on the repaid amount or at the end of the current Khums year on whatever remains from it?

The amount which you lent last year was supposed to be calculated in your Khums of last year but as it was not with you, you did not pay its Khums. When you received it back, you must pay its Khums immediately.
