QUESTION:

I would also like to know their rulings on qasr prayers and his opinion on
bilad-e-kabeer.  


ANSWER:
Ayatullah Khamenei agrees with the fatwa of Imam Khumaini, according to
whom, Qasr Namaz begins after crossing a return distance of 28 miles from
the locality one lives in. This means that if one travels upto say 14 miles
or more from his locality in a big city, then he/she will pray Qasr.

Ayatullah Seestani says that the rule for a big city or a small one is the
same, ie when one leaves the city bounds, beyond 14 miles one way, qasr has
to be prayed.
