In Islam, sexual foreplay between husband and wife is highly recommended and encouraged, in whatever form or kind it may be. Both husband and wife must equally be satisfied with by fulfilling their sexual urges, and it is very important to accommodate to the sexual needs of one's spouse.
Sexual climaxing is not only naturally and intimately important, but will also strengthen the relationship as well.
As for when a wife is in her menstrual cycle, vaginal penetration is haram, but any other kind of sexual please is permissible.
