If it is water resistant, you cannot do wudhu with it. As for a fake tan, as long as it is not "water-proof", you can do wudhu over it.

The criterion is water reaching the skin, for wudhu and for ghusl.

As a recent graduate experiencing financial difficulties without family backing, can I fabricate work experience to secure online jobs despite lacking projects, while still intending to work honestly? Will this income be considered allowed in Islam?

Fabricating work experience is lying or cheating. Islam does not allow lying nor cheating at all. Be always truthful, Allah Will Fund you a way for blessed income.

Is it allowed to watch videos that expose individuals who falsely present themselves as scholars and spread misinformation during their lectures?

Yes if they really spread misinformation and misguide others. But proving that needs concrete evidence confirmed by authentic scholars under the guidance of Marje; of Taqleed. Our own opinions when we dislike a lecturer does not stand as full evidence against him unless we get confirmation from Marje' of Taqleed or authentic Ulama under his guidance.

If a person gets a fake high school diploma and joins and graduates from university with it, and then gets a job, will his income be considered permissible?

Muslim should avoid cheating others and must be always truthful and honest. 
He should inform the examiners to examine him again to be sure that he is entitled to the degree.
