It is permissible and recommended to say Bismillah on starting any important act including Quran recitation, but you should not say it as a verse when you recite Sura Tawbah because it has no Bismillah Arrahman Arraheem.

To my knowledge, this is not present in the classical, normative Twelver Shi'i hadith collections. 

Of course, this doesn't prove whether he said this or not, or whether the statement contains truth or not; it simply means it is not in these books and doesn't have a chain of narrators.

However it is commonly accepted particularly among people who have mystical inclinations ('irfan, Sufism).

In any case, the status of Imam 'Ali is lofty whether or not he said this!

The writing of Quranic words is different from the usual Arabic alphabetical writing. Quranic writing is called Tawqeefiyyah ( توقيفية )which means that it is fixed and unchangeable as the Prophet Muhammad (SAWA) instructed Imam Ali (AS) when he wrote the Quranic text. There are many examples of Quranic words written is a different way from the Arabic Alphabetical words. No doubt, Quran is in Arabic, but the Quranic writing is special and it is called Tawqeefiyyah.
