If my Marja's view is that non-Muslims are impure based on obligatory precaution, but another scholar such as Ayatullah Makarem Shirazi holds the opinion that they are pure, can I follow his view on this matter?

You need to request your Marje’ to guide you to the second most learned after him so that you can refer to in the matters which your Marje’ does not have a verdict on.

Are there varying degrees of Najasah? Is semen considered more impure than pork or blood?

If something is najis al-'ayn, it would not be different in its level of najasah with something else najis al-'ayn, but the difference between najasaat is the method of purifying.

I suffer from Waswasa. If I accidentally made something impure and it transfers to my mom's wet hands while she is performing her prayer after Wudu, does it invalidate her prayer?

One of the best ways of removing waswasah is never to accommodate to thinking of such scenarios. Do not create scenarios in your mind, and do not assume najasah at all. Your taklif and duty is to completely dismiss your shakk by ignoring it and considering whatever scenario you are in to be tahir and pure.

If an item which has probable cause to transfer impurity, but has not investigated the area due to negligence, and time has passed were the Najasa has dried, should we exercise precaution and purify the surrounding objects?

If you have no concrete evidence that an item has really and definitely become Najis, you can consider it Taahir as well as all items which touched it. Precaution is good good but it is not obligatory.
