there is no problem applying oil or perfume while fasting, it is permissible and it does not invalidate the fast.

Bismihi ta'ala

The general Islamic law for women applying perfume at a time where a non-mahram male would be in  their presence, indoors or outdoors, is impermissible.  We have numerous traditions that censure such a women, and the issue is not based on her intention of wanting to attract or not. 

If the perfume is mild, and does not have that strength that others will notice, or be drawn to, then it will be permissible.

The Prophet Muhammad (SAWA) used to give lot of importance to perfumes and made perfume as one of the most favorite things in life.

He used to spend on perfumes more than his spending on food.

He used to say that there is no Israaf ( sinful over spending) in spending on perfume.

We have in the narrations that he used to use different type of perfumes including Misk (Musk), roses (Red roses and White roses), Zafaran, Yaas etc.

It is highly recommended to use perfumes everyday and specially when we pray Salah as the reward of Salah with perfume is seventy times more than with out perfume.

The alcohol contained in perfumes is synthetic alcohol and is not Najis. Hence Prayers with that perfume are allowed.
