If I marry a Muslim woman in a temporary marriage and then marry that same woman in a permanent marriage, do I need to give her the dowry twice for both the temporary and the permanent marriage?

Yes if course. Every marriage agreements must have a dowry. The temporary marriage has its dowry and the permanent marriage has its dowry as well.

Mahr of temporary marriage is like the Mahr for permanent marriage. It can be an amount of money or an item e,g. a ring or a pen etc or a service e.g, teaching her Quran or driving or typing etc, on which both agree.

Is it permissible for a married man to do Muta with a masseuse who is from Ahlul Kitab if his wife gives him permission to get the massage, without having to specifically mention Muta to his wife?

Should you be solely interested in getting a fiqhi answer to whether it is permissible for a husband to do mut'ah without his wife's knowledge or consent, you must refer to your Marja' taqleed for that. 

However, what I would say to you that this kind of conduct is unethical for you do as a husband. If you need a massage, then a male masseur will be stronger and work better with deeper muscle tissue, so that would better for you. 

You must be a mu'min who cares about being compliant to shari'ah, and a mu'min always makes sure he is not just observing taqwa, but also maintaining his household and commitment to his wife. Doing something like this will let your lust venture somewhere else, and that wont be healthy for your marital relationship. 

This is my advice to you, and I am sure you can find alternatives to this so.

The formula of shar'i marriage, permanent or temporary, does not need to be in Arabic, as long as the exact same formula, procedure, message and meaning is being conveyed.
