Is it permissible for an 18-year-old Sayed to enter into a Mutah with a Christian or Jewish girl who is not a virgin due to prior non-marital relationships?

If she was never married before, she still needs the permission of her father or paternal grand father. If her father or paternal grand father disagree for invalid reason, then has the right to decide for herself. If you have a Muslim wife, you need her permission to have a Mut’ah marriage with Christian or Jewish female.

You can visit Masjids  and Islamic centers and seek help from people there to guide you. They should know and trust you.

If someone is engaged in Mutah with an Ahle Kitab woman without obtaining permission from his wife beforehand, is this Mutah permissible, or should it be terminated immediately?

Such Mut'ah with a woman from Ahl al-Kitab with out the permission of your Muslim wife is not allowed and according to some Maraaji' invalid and void.

Either you get permission of your Muslim wife or terminate it immediately.

Husband in Mut'ah marriage has no right to restrict his Mut'ah wife from leaving home or earning. If he wants her not to work, he will be then responsible to provide for her. Both husband and wife in Mut'ah marriage can agree that her livelihood expenses are on him.
