Is a woman allowed to use tampons instead of pads during her menstrual cycle? Does it require permission from her husband?

Yes, a woman is allowed to use any sort of commonly used feminine hygiene products for her menstrual cycle, and she does not need her husband's consent or anything else for that matter.

When in the state of Haidh or Janabah does everything I touch with wet hands become Najis?

Asalamu Alaykom, 

Being in a state of janabah or hayd doesn't make your hands najis. The only times you would spread najasa is when you touch blood or one of the najis substances with a wet hand or body part and then spread it. 
 

You can touch things with wet hands in either state and nothing would become najis. 
 

Only some ulema state that the sweat of someone who has committed zina is najis.

After I have completed my Ghusal for Hayz I noticed a very small spot of brown discharge. Does that mean I have to redo the Ghusal?

If it happened within the ten days from the start of the menstruation (the maximum period of menses is ten days and the minimum is three days), then it is considered part of your menstruation and you need to perform Ghusl of Hayz after being sure that bleeding has completely stopped.

Can I recite Dua 'Ahad during periods?

In the name of Allah

Yes. Reciting any dua and supplication is allowed during the period.
Keep in mind that touching the sacred names of Allah, the Holy Prophet, and the Imams peace be upon them is forbidden in the state of period.
Also if the Dua contains a verse of the Holy Quran, it's okay to recite them, but be careful not to touch those words.
