The Hadeeth narrated from the Prophet Muhammad (SAWA) states: الوضوء بِمُدٍّ والغُسلُ بِصاع) Wudhu is with one Mudd (750 ml of water) and Ghusl is with one Saa' (3litres of water. Wasting water in Wudhu is not good and some Ulama said that it is Haraam.

If you repeat your Wudhu because repeated doubt, you must refrain from that and ignore the repeated doubts.

It would only affect if it creates a barrier that would prevent water from getting to your skin. Otherwise, wudhu' would be valid.

Sipping over your feet is part and parcel of Wudhu, which should be by your wet hand on your dry feet. Wiping over your feet does not need to make all your foot wet.

If you can perform Masah (wiping) on the dry area on your feet, then it is valid, but never do Masah on the water which falled on your feet. If the whole area is wet with that water,b then you need to dry it before performing Masah in it.
