Once you've done your ghusl, and there is no najasah substance anywhere there, then wherever the water has reached, it would be considered tahir. With wearing slippers inside the bathroom, it has the same scenariou. As long as there is no najasah substance, and there was flowing of water, it would be tahir.

The only time it would impact the validity of the wudhu is if it creates such a level that water does not get to your skin. If water of wudhu does get to skin, then there would be no issue.

Yes it is Haraam to wash the arms three times during Wudhu. There are many Hadeeths in this regard which can be seen in Wasaa'il Al-Shia.
