Can women have nose piercings and wear anklets? If so, does it nullify Wudhu?

Muslim women must observe correct hijab, which includes wearing socks, and not showing adornments (zeenah) to non-mahrams. The anklet would be covered with socks, and as for the nose piercing, if it is considered as zeenah, then it would be haram for her to wear it. 

If the anklet, or piercing, or any zeenah is considered as exposing in the haram way, although it is a sin, but it will not affect the validity of the wudhu.

Is my mother's Wudu valid if she performs it on moisturized skin due to daily massages for strength and circulation following her stroke?

If the oil on the skin does not form a layer preventing water from reaching the skin, then Wudhu on it is valid, but if the oil on the skin has formed a layer preventing water from reaching the skin then Wudhu will be invalid and she needs to remove that layer by washing it then perform Wudhu.

If it would obstruct water from getting to your skin, then yes, it would invalidate your wudhu'.
