How can one understand the idea that Allah never forgives Shirk while in the Quran 4:153 Allah seems to forgive the people of Moses when they committed Shirk?

The Qur'an says: "Allah forgives not that partners should be set up with Him but forgive anything else" (4:48). However  many people who were mushrikin became Muslims and Allah forgave all their past sins. One of the interpretations of the above-mentioned verse is that as long as you are associating something with Allah, you won't be able to go back to Him through tawbah while it is possible if you are committing other sins.

Those who insist on Shirk and die with Shirk will not be forgiven, but those who repented and left Shirk will be forgiven.

Millions of people who committed Shirk,then became Muslims, were forgiven.

The Hadeeth says: Believing in Islam cuts off whatever was before it الاسلام يجُبّ٫ ما قبله

Does Surah Maidah verse 67 suggest that the Prophet (SAW) had initially hesitated to give the most important part of his message? If so, why did the Prophet (SAW) hesitate when he had never faltered before that?

The Prophet Muhammad {SAWA) never hesitated to convey any message from Allah (SWT) and the verse 67 in Sura Al-Ma'ida never suggested that. Allah (SWT) wanted the whole Muslims in all times to know the great importance of the order of Allah to the Prophet to declare the divine and legitimate leadership after him being the most important factor of the future of Islam. Many well known persons will not like that announcement because personal enmity against Ali who killed their relatives,  that is why, you read that Allah is assuring the Prophet that Allah will protect you from the evil people.

Yes. Many verses in Quran encourage human beings to use their intellectual abilities properly and blame those who do not think properly e.g. Sura 2, Verse 164, Sura 13, Verse 4, Sura 25, Verse 44, Sura 47, Verse 24 and many other verse.
