Walima or wedding ceremony is not a condition in consummating the marriage as far as the Nikah has been properly recited between them. Husband and wife are free to consummate their marriage or delay as they wish. Husband should not force his wife on consummating the marriage if she has a valid reason to delay that like health reason. If she is passing her menstrual cycle, sexual intercourse with be not allowed during menstruation. If there is no valid reason to delay and the husband needs to consummate the marriage, his wife should not refuse or delay.

When both of them are happy to delay consummating the marriage, there are free to do that.

Your husband is responsible to provide all you livelihood expenses including transportation to necessary places like shopping, health, children schools, etc. If he is providing that for you, you will have no right to his car or any other property with out his permission. Likewise, he has no right on any of your property with out your permission.
