Can a heart be completely blackened and sealed such that they cannot repent, seek forgiveness or do good deeds?

This is what is referred to in the Qur'an as Allah sealing people's hearts (e.g. 2:7); i.e. they have gone so far towards evil that they have lost the capability to change.

However, this does not happen if we just make a mistake or do something wrong; rather, it is for people like Yazid. 

A person with their heart sealed might do something that, on the surface, appears to be a good act, but would lack the inner intention for it to genuinely be classified as one in the hereafter.

Allah Says in Quran: There is no fear on the humble servants of Allah, nor sadness.(Sura Yunus, verse 63).

It is good to think about the great Mercy of Allah and repeat Ya Arhama Arrahimeen and Ya Rahman Ya Raheem.

One of the best ways to find peace in our heart is by repeating Salawaat (ALLAHUMMA SALLI ALA MUHAMMAD WA AALI MUHAMMAD) as well as Esighfaar (ASTAGHFIRULLAH RABBI WA ATOUBU ELAYH).

You are not bound to follow an Istekhara done by your mother or any one other than you. You can follow the Istekhara which you did.

Yes. Reciting the meanings of any Munajaat or Du'a in any language which you understand is permissible in Night Prayer or any Prayer.
