Are fragrances that include alcohol, like those derived from whisky or cognac, allowed to be used? I know wine and beer are Najis, but I believe spirits are deemed Tahir. If this is so, can one wear fragrances containing such alcohol?

Any material taken from Najis item is Najis as well. Fragrances derived from intoxicant alcohol is Najis. Applying such fragrances is permissible by itself, despite that fact that it is Najis, but you need to wash it before performing your Wudhu and/ or Prayers (Salah).

I understand that it is recommended to wear perfume, but what about wearing perfume on days of martyrdom of the Ahlul Bayt (a) or while going to a Majlis?

Wearing perfume has been mentioned in the Hadeeths from the Prophet (SAWA) and Ahlul Bayt (AS) as highly recommended which multiplies the reward of the Prayers seventy folds. This recommended act is for all the time and all situations. It does mean celebration as some cultures take it but it is an act of worship. It is always recommended unless your culture and your community take it as a celebrity which they don't do it in sad occasions.

Is it permissible to sell perfume in a non-Muslim country where women can buy it and may wear it outside? If not, would it make a difference if they were intimate perfume oils that are more discreet than typical liquid spray perfumes?
