Is it permissible to perform the ritual of Niyaz and Nazr in India, where we prepare food, recite Salwaat, Al Hamd, Surah Tawheed, and Salwaat again? Is there any Islamic basis for this practice?

It is not only permissible but, it is highly recommended to feed people and to recite Salawaat and to recite Quranic verses. This is exactly what is happening in distributing Nazr and Niyaz.
We need to be careful from the Wahabis propaganda who jump on labeling  many recommended acts as Haraam.

Dealing with business of animal food which contains non Halal parts is permissible as far as you are sure that it will never be consumed by any human being and will be given to animals only.

You didn't ignore the child out of bad intentions, in fact the mere thing that you are thinking about it, shows that you want to help the needy in future. So ask Allah swt to help you next time do what is right in the appropriate time. As it is famous when one intends to give charity, Satan interferes and tries to prevent him. May Allah help us all do the right thing in its right time and way.
Does the idea that something is to be considered clean until proven Najis also apply to food items as well?

No we must assure the food is halal. One way is that we receive it from the hand or market of a muslim
