Is it permissible to perform the ritual of Niyaz and Nazr in India, where we prepare food, recite Salwaat, Al Hamd, Surah Tawheed, and Salwaat again? Is there any Islamic basis for this practice?

It is not only permissible but, it is highly recommended to feed people and to recite Salawaat and to recite Quranic verses. This is exactly what is happening in distributing Nazr and Niyaz.
We need to be careful from the Wahabis propaganda who jump on labeling  many recommended acts as Haraam.
