Applying it on the face or body is permissible whether it is Najis or not Najis. In case you find an evidence that it is Najis, then you need just to wash it before performing Wudhu and Salah.

No. Just the front part of the head and the upper part of the feet need to be dry before wiping over it. Face and hands (Washing parts ) can be wet while performing Wudhu.
