Yes it is permissible to delay legal registration of marriage for legal requirements although real marriage is the Islamic marriage and all the rights and duties start from the Islamic marriage.

Civil marriage after Islamic marriage has no value as far as Islamic rules are concerned. It just confirms the marriage in front of the government offices.

Is it mandatory to govern a nation with Shariah law? If so, would that not make it impermissible to hold government positions in countries with secular law?

Sharia law is for Muslims who believe and obey Allah and not for non Muslims.

When Muslims want to implement the Islamic law which is known as Sharia law, it is their decision and no one can object on them as we don't object on people who opt to follow their own way of legislation in any part of the world. It is part of the basic rights to believe in your own faith and implement it.

Holding a government position in secular countries is permissible for Muslims as far as they don't indulge in injustice or sinful acts.

Can co-parents-in-law marry such as a husband's father and a wife's mother?

Yes it is permissible for husband's father to marry the mother-in-law of his son if she is widowed or divorced. Wife is Mahram for her father-in-law only not for his sons and husband is Mahram for his mother-in-law only not for her other daughters. This rule of being Mahram does not include the parents of the husband and wife.
'Your mother-in-law must observe Hijab from your father but not from you. Obviously, when they are non-Mahram to each other, marriage between them is permissible.

It's fine as long as there is no secondary reason why they can't marry (for instance, they have a blood relationship that prevents it, etc.).

While driving, my wife insists that I drive exactly at the speed limit, since that is the law, even if no one else follows it. But my children say that everyone drives faster than the limit while being safe. Who is Islamically correct?

Muslim is supposed to abide the law in driving speed limits as it concerns the safety of people.

Such matters should be for a legitimate Islamic government who can implement such hudud, or under an infallible as some scholars would state.

One cannot take matters into their own hands. Even some ulema who may allude to doing so would forbid it if this caused a Muslim to go into harm or trouble which most likely occur.

Is there any international rule or law that guarantees Muslims the freedom to offer prayers anywhere in the world?

One could refer to Article 18 of the Declaration of Human Rights as stating that all people have the right to practice their religion publicly or privately. However, this doesn't encompass all spaces (for instance, I can't go to my neighbour's house uninvited and just start praying); it can be construed as a general idea that people should have the overall right to observe their religion in their country.

Did Mut'a exist in the law of the earlier Prophets or was it a new law introduced in the Qur'an?

Temporary marriage is the solution for sexual needs of human beings who are unable to have permanent marriage . It is the way to save them from sinful acts.

As the need was existing all the times, no doubt, the prophets have guided people to the same solution.

Is it correct to say that Islam does not force people to believe in its creed or rules of law? If so, what is the justification for enforcement of Islamic law in certain countries?

No force in faith at all, means no one can be forced to believe in the Faith,

لاإكراه في الدين (No compulsion in Faith)

al-Baqarah, Verse 256.

But social system in Muslim society must be according to the rules of Islam for all who live in the society , and no one should be allowed to break the social system whatever his faith might be.

Thank you for your question. When ijma and the aql are included in the sources of Islamic law in the school of Ahl al-Bayt (as) it is with specific terminological meanings that are not the same as other schools of thought.

Ijma is a source of law if the view of the Imam (as) is included within the view of the community. Not when the community is agreed without the opinion of the Imam (as) being included.

The aql is a source when specific intellectual principles are used that are certain, such as the necessity (wujub) of something dictates the necessity of its introductory aspects. For example, the wujub to make wudu for prayer dictates the wujub of exhausting all means to find water to perform that wudu. Further details of these principles can be found in the books of usul al-fiqh.

How does one respond from the Qur'an to an Islamophobe who insists that all Muslims are terrorists and want Sharia law and that the Qur'an says it is ok to lie to the enemies?

Human beings from all faiths and culture have many things in common, one of the most important common thing among all of them is the intellect.

Intellect says that false allegation is wrong and no one can believe any allegation before examining the evidence.

Whatever is been said by our enemies about Islam is based on lies and baseless allegations. We invite every one to study Quran and authentic Hadeeths if they really want to understand Islam. If they study Islam properly, they will know that it is the Real religion of Justice and Peace. If they do not want to read and see the facts, but just to put allegations on us, we can not help them. Life has always witnessed good and bad people when bad people put false allegations on the good people.
