Meeqat

Mīqāt (Arabic: ميقات‎, meaning 'a stated place') are the principal boundary points of the area within which Muslim pilgrims on the Hajj must be in the state of ihrām (a state of consecration in which certain worldly activities are prohibited). These prohibited activities include clipping the nails, shaving any part of the body, having sexual relations; using perfumes, damaging plants, killing animals, covering one's head (for men) or one's face and hands (for women); getting married; or carrying weapons.

According to our jurists, there are about twenty five prohibited acts during Ihram, and one of them is tadhleel, or being under a shade for a male during the day while travelling. This means a male cannot be directly under any shelter during the day time when travelling from the Miqat to Meccah al-Mukarramah, but then inside Meccah, he can.

In looking into the wisdom behind this, I have not come accross a reliable reference that explains this, but it seems that one possibility could be that it is a sign of humility. Instead of the person travelling with extravagence and comfort, he commences his spiritual journey of humbling himself by being under the sky.

It is not permissible for men during the state of Ehraam (Hajj or Umra) to travel in a covered vehicle during day time or when it is raining. This is according to all the scholars. Many scholars including Ayatullah Sistani say that it is permissible for men to travel in covered vehicle during night if there is no rain.

Women can travel in covered vehicle any time.
