There is no shar'i prohibition from using a mobile phone in the toilet. It is makruh to talk while relieving oneself, and definitely not healthy to prolong toilet use.

We should always keep the respect of religious texts and recitations. Ring tone can use Naat or Manqabt provided it does not cause any disrespect for the religious matters. In the minds of others who hear it in different situations, even if we have no intention of disrespect, but we don't know the impression on the hearts of others, we should avoid any possibility of disrespect in the minds of others when the ring tone of religious matters is heard by them under different situations. Ring tone can come when you are in the toilet, which is not a suitable place for religious matters. We don't say that it is forbidden to use such ring tones but we must be careful not to cause any possibility of disrespect in the minds of anyone regarding any religious material.
