In Islam, nazr is a vow or commitment to carry out an act. The failure to fulfill the commitment results in the need to take a compensating action, often of a charitable nature, such as feeding the poor. Nazr can also take the form of tribute to a superior or the payment of a fee when taking office.

It is not only permissible but, it is highly recommended to feed people and to recite Salawaat and to recite Quranic verses. This is exactly what is happening in distributing Nazr and Niyaz.
We need to be careful from the Wahabis propaganda who jump on labeling  many recommended acts as Haraam.

Fulfilling the Nadhr النذر is obligatory and not fulfilling it is a sinful act even if you pay the penalty. The penalty of breaking the Nadhr is feeding ten poor believers or clothing them but if he could not afford it, then fasting three days.

'Proper oath اليمين must be fulfilled. Penalty of breaking the oath is same as above.

There are many Du'as in this regard e.g, RABBI EJ'ALNI MOQEEMASSALATI WAMIN THURRIYYATI RABBANA WA TAQABBAL DU'AA.

Starung every Du'a and ending it with Salawaat is very helpful in accepting the Du'a.

If you are sure that you made a Nadhr, then you must fulfill it in every possible way. If you are not sure that you made a Nadhr, then nothing is obligatory on you.
If you did a Nadhr and you deliberately did not fulfill it, there is a Kaffara on you which is: feeding ten poor believers or clothing them. If you are unable to afford that then fasting three days.

Yes of course. Nazr does not necessarily mean paying money but it can be doing something like praying a Namaz or Quran or Du'a or going for Ziyarat or Umra.

Yes it is not only allowed but also recommended to feed people and gift the reward to the soul of the deceased. The Prophet (SAWA) himself used to feed on behalf on deceased Muslims as you can find it is Sunni and Shia books.

'Reciting Du;a is always recommended as well.
