Is having a tattoo on the wrist or arm considered allowed for someone who plans to wear a Hijab after marriage?

Having tattoos are considered makruh and discouraged, but it has nothing to do with observing hijab, as that is wajib. Postponing and deferring the obligatory duty of wearing hijab is not a good idea, as Shaytani manipulation always interferes in these kind of good and positive changes.

Are women permitted to get permanent tattoos? If so, are there specific considerations they should keep in mind?

Woman must avoid any act which makes her exposed to non Mahram men. Tattoo should never be seen on her body by non Mahram men. She can put tattoo on parts of her body which are always covered and never seen by non Mahram men. Tattoo should not be immoral nor include any of the holy names of Allah, the Prophet or the Infallible Imams.

Having tattoos is allowed in principle provided it should not include any holy name of Allah (SWT) or any Infallible, and it should not be exposed by female to non Mahram men.

Tattoo does not harm Wudhu because it does not make a layer in the skin but just color which does not prevent water from reaching the skin while Wudhu or Ghusl.

Tattoos are allowed as far as there no other sin linked with it like showing part of female body which is not allowed to be shown to non Mahram men. Tattoos for men should not include any of the holy names which can not be touched with out Wudhu.
