I strictly observe Pardah outside and on the balcony, but my neighbors can see into my room from their building. Is it acceptable for me to relax my Hijab inside my room, considering that being confined makes me feel unwell and overheated?

Hijab requires you to protect yourself from being seen by any non Mahram man. If your room's windows allow non Mahram men to see you inside your room from outside, you must put curtains to prevent other from seeing you when you are inside your room. You don't need to wear Hijab in your room when your room is not exposing you to non Mahram men.

Neighbour . Tree

Can a person trim or cut the branches of a neighbour's tree that is extending into his property and causing inconvenience? Does it need the neighbour's permission? What if the permission is sought but not given?

Yes, you need permission of the owner of the tree. If you request the neighbor to trim extending branches into your property, and he refuses to do so, you will be then allowed to trim only the parts which are inside your property.

Food . Walima . Neighbour

Can Walima be performed by making food at home and serving it to neighbors without inviting them over?

Walima does not aim only for feeding but also aims to achieve the gathering and meeting which is important by itself, as Islam encourages strengthening the family meetings , neighbors meetings and social relations.

Distributing food among neighbors is also very good act by itself which has great reward.
