Husband can prevent his wife from recommended fasting if her fasting harms his rights as husband on her as his wife. Her intention to fast will definitely brings for her the reward of intending to fast. Her obedience to her husband is another reason for her to get more reward. She can also be busy in remembering Allah (SWT) to get more reward. There are specific recitation to get the reward of fasting for those who can not fast.
