Our plan is to travel to Medina first for Umrah, but my mother will be in Makkah and I wish to visit her at her hotel. Is it permissible for me to enter Makkah without Ihram to meet her and then proceed to Medina to begin our Umrah?

No. It is not permissible to enter Makkah and it’s surrounding area which is called Haram of Makkah with out Ehraam.
