If the contact lenses are purely for medical reason and not for beautification, then it will be allowed during the state of Ihraam. If it was for looking more beautiful or to make your eyes look nice,then it not allowed during Ihraam.

Hijab . Contact Lenses

Are colored or tinted contact lens with a prescription number permitted in Hijab? Alternatively, if they do not have a prescriptive number, does it change the ruling according to Ayatullah Sistani?

Colored lenses are considered as part of beauty's parts, that is why it is not permissible in front of the non Mahram men. It makes no difference whether it is prescribed or not. Lenses should not be a part of attraction towards the female.

Is it allowed for a woman to wear colored or tinted contact lenses, and does this affect the propriety of Hijab, especially if she goes out in public?

There is no harm in her wearing tinted lenses. However, she should observe what is required in hijab - that is, modest clothing and behaviour.
