Serving the people in general and the community is a noble task as we read in the Hadeeth from the Prophet Muhammad (SAWA): Best of people are those who serve and benefit them. System in many countries can have corruption or corrupted persons, but sincere civil servants keep themselves away from corruption and corrupted persons and try to sincerely serve for the sake of Allah. Unethical practices must be avoided all the time.
