Islam encourages marriage and commitment in relationships, and Islam is clearly against meaningless frolicking, leading to unwanted pregnancies, or extra-marital affairs.
The best way to prevent these things is to encourage the value of family, loyalty, commitment and marriage, in the traditional and religious sense.
Islam believes that early marriage is also very positive, and so once people come of age, they should be encouraged to get married, settle down, and have children.
