This is completely wrong practice and it is from Shaitan. The Hadeeth says : Ghusl is with Saa' صاع which is three liter of water. Wasting water and wasting time is wrong. Ghusl takes no more than few minutes. More than than it from whispering of Shaitan which is called WASWASA.
