Thank you for your question. While it is true that God's power and authority are pervasive and encompassing He has endowed humans with meaningful free will and is Just in rewarding and punishing them for their actions based on their ability to choose. It is God's Will that humans have free will and can choose accordingly and are therefore tested in this world.
