Yes , you can request your father to send you for Ziyarah. His Khums is his responsibility but if you are sure that he has dues of Khums on him, you can politely request him to consult a trusted Aalim.

Black magic is not the only reason behind every problem in our life, but if you father thinks that and follows fraudulent individuals who claim to offer solutions, you should never do anything or say any word which can hurt his feelings or make him feel disrespected. Let him do whatever he thinks right but you should not encourage wrong ideas or fraudulent persons.

In this kind of situation, it is always best to have correct healthy communication with parents, to see the grounds, requirements and expectations the parents have towards who they want their child to get married to. 

You might think the father's excuse is baseless, or unfair, but your assessment might be wrong. 

The father is the guardian (wali), and he must act according to the interest of the daughter, which means if someone who is religious and has akhlaq, and is compatible to her (kuf`), proposes, and she expresses interest and approves, and everything is good from every other aspect, it is haram for him to refuse.

In Islam, it is called 'adhl (عضل), and it means the male guardian prohibiting marriage of women under his custody. And it is haram.

It does not matter what madhhab or ideology the girl's father may be, her family should absolutely be involved, and her father must give consent for the marriage to be valid. Unless, of course, she meets the requirement of "balighah/rashidah".

As she is still a virgin, from a shar'i side, she would still need father's consent, unless she is completely socially and financially independent and free to make her own choices. 

Of course, whatever the case may be, morally, it is still very important to have family involved and seek the blessings of elders and approval when it comes to marriage.

If your father and your paternal grandfather have passed away, the person who decides your marriage is yourself if you are an understanding and mature person. It is good to consult your mother and your family’s elders but it is not obligatory though causing harm or disrespect to your mother is not allowed.

If her father prevented her from marrying a suitable believing man for no valid reason, his authority drops and she may marry without his permission. The father rejecting the boy for not 'being a sayed' isn't a valid reason. This practice is usually found in the indo-pak region and is due to Hindu caste system influence. All scholars permit marriage between sayed and non Sayeds.

If the virgin girl has no living father but has a paternal grand father, his permission or approval will be enough. If she has no living father nor paternal grand father, then she can decide herself for herself and does not need a permission from other family members.
